Mark the cut length on the screw
Clamp the screw securely in a vise
Protect the threads with a nut threaded past the cut line if possible
Use a hacksaw, rotary tool, or bolt cutter suitable for the screw size
Cut slowly at the marked line
File the cut end smooth
Remove the protective nut to restore the threads if used
Test-fit the screw after cutting
