List the data values in order from smallest to largest
Identify the stem as the leading digit or digits
Identify the leaf as the last digit
Write the stems in a vertical column
Draw a vertical line to the right of the stems
Write each leaf next to its stem
Place leaves in ascending order for each stem
Repeat until all data values are included
Add a key to show how to read the plot
