Open the PDF in Preview
Click the Markup button
Use the text tool to add text
Use the sketch or shape tools to annotate
Select and delete existing annotations if needed
Save the edited PDF
Use Adobe Acrobat if you need advanced editing
Use a browser-based PDF editor if Preview is not enough
Convert the PDF to Word if you need to edit the main text
Re-export or save the file as a PDF after editing
