Remove weeds, rocks, and debris from the area
Loosen the existing soil with a shovel or garden fork
Level the bed surface
Add a layer of cardboard or landscape fabric if needed for weed suppression
Fill the bed with a mix of topsoil, compost, and other organic matter
Spread the soil evenly across the bed
Keep the soil depth appropriate for the plants you want to grow
Water the bed lightly to help the soil settle
Add more soil if the level drops after settling
Mulch the surface if desired to retain moisture and reduce weeds
