Insert a text box or WordArt
Type the text
Select the text box or WordArt
Go to the Shape Format tab
Click Rotate
Choose Flip Horizontal or Flip Vertical
If needed, use the rotation handle to turn the text manually
For a mirror effect, use Flip Horizontal
For upside-down text, use Flip Vertical
