Purchase the Battery Charger blueprint from the appropriate vendor or tech tree
Complete the required story or progression mission if it is locked
Check your inventory or blueprint library after unlocking it
If it is tied to a quest, finish the quest to receive the blueprint
If it is a modded game, verify the mod requirements and unlock conditions
