Open the console
Enable the console in Options > Keyboard > Advanced > Enable Developer Console
Type `thirdperson` and press Enter
If that does not work, type `sv_cheats 1` first, then `thirdperson`
To return to first person, type `firstperson`
If you are on a server, ask the server admin to allow cheats or third-person commands
