Open the image in Photoshop
Go to Image
Select Image Size
Check Resample if you want to change pixel dimensions
Increase the Width and Height values
Increase the Resolution value
Choose a resampling method such as Preserve Details 2.0
Click OK
Use Smart Sharpen or Reduce Noise if needed after resizing
Save the file in the desired format
