Open your image in Photopea
Duplicate the background layer
Select the subject you want to keep sharp
Invert the selection so the background is selected
Go to Filter
Choose Blur
Select Gaussian Blur
Adjust the blur amount
Click OK
Deselect the selection
Save or export your image
