Gather materials: balloon or cardboard base, newspaper strips, flour, water, mixing bowl, tape, scissors, string, tissue paper, glue, candy or small toys
Inflate a balloon or build a cardboard shape for the piñata base
Mix flour and water into a smooth paste
Tear newspaper into strips
Dip each strip into the paste and apply it to the base
Cover the base with several layers of paper strips
Let each layer dry completely
Add more layers for strength
Pop the balloon or remove the cardboard support if needed
Cut a small opening for filling
Fill with candy or small toys
Seal the opening with tape and paper strips
Cut or punch a hanging hole
Tie string securely through the hole
Cut tissue paper into strips or fringe
Glue the tissue paper onto the outside
Let the piñata dry fully before use
