Mix flour and water into a smooth dough
Knead until elastic
Cover and rest the dough
Prepare the filling with ground meat, vegetables, soy sauce, salt, ginger, and sesame oil
Chop and mix the filling until well combined
Roll the dough into a long log
Cut the log into small pieces
Flatten each piece into a thin round wrapper
Place a spoonful of filling in the center of each wrapper
Fold the wrapper in half
Pinch and seal the edges tightly
Repeat until all dumplings are formed
Boil water in a large pot
Add the dumplings and stir gently
Cook until they float and the wrappers are tender
Remove with a slotted spoon
Serve hot with soy sauce, vinegar, or chili oil
