Place 2 redstone repeaters facing each other in a loop
Set both repeaters to a delay
Connect the repeaters with redstone dust
Add a lever to one side to start and stop the clock
Turn the lever on to activate the loop
Use the redstone output from the loop to power your device
Adjust repeater delays to change the clock speed
