You cannot craft a Splash Potion of Infestation in vanilla Minecraft
Infestation is not a standard potion effect obtainable through brewing
Use commands or creative inventory if you need an Infestation effect item
To make a splash potion, start with a regular potion and add gunpowder in a brewing stand
This only works for potions that already exist in the game
