Gather newspaper or scrap paper, flour or glue, water, a bowl, and a mixing spoon
Tear the paper into small strips
Mix flour and water into a smooth paste, or use diluted glue
Dip each paper strip into the paste
Remove excess paste by running the strip between your fingers
Place the strip onto a mold or base
Overlap strips in different directions
Smooth each layer as you go
Repeat until the surface is covered
Add several layers for strength
Let each layer dry before adding more if needed
Allow the finished piece to dry completely
Paint or decorate after drying
