Open Settings
Tap Personal Hotspot
Tap Allow Others to Join
Set a Wi-Fi Password if needed
Connect your other device to the iPhone hotspot using the Wi-Fi name and password
If Personal Hotspot is not visible, tap Cellular or Mobile Data in Settings
Make sure Cellular Data is turned on
Contact your carrier if Personal Hotspot still does not appear
