Open the Camera app
Tap the Live Photo icon to turn it off
Make sure the icon shows Live Photo is off
Open Settings
Tap Camera
Tap Preserve Settings
Turn on Live Photo if you want it to stay off
Open the Photos app
Select a Live Photo
Tap Edit
Tap the Live Photo button to disable it for that photo
