Open Safari
Tap the Downloads button in the toolbar
If you do not see the Downloads button, tap the Share button or the More button and look for Downloads
Tap the downloaded file to open it
To view all downloaded files, open the Files app
In the Files app, go to the Downloads folder
On iPhone or iPad, check iCloud Drive or On My iPhone/iPad if the file is not in Downloads
On Mac, open Finder
In Finder, click Downloads in the sidebar
Use Spotlight or search in Finder if you cannot find the file
