Press Windows + I to open Settings

After restart, select Troubleshoot

Select Startup Settings
Click Restart
Press 4 or F4 for Safe Mode
Press 5 or F5 for Safe Mode with Networking
Press 6 or F6 for Safe Mode with Command Prompt
If Windows will not start, force shutdown during boot three times to open Automatic Repair
Select Advanced options
Select Troubleshoot
Select Advanced options
Select Startup Settings
Click Restart
Press 4 or F4 for Safe Mode
