Gather materials: cardboard or paper-mâché base, newspaper, flour and water or glue, scissors, tape, string, tissue paper, paint, and candy or small treats
Choose a shape: animal, star, heart, number, or traditional round piñata
Build the frame using cardboard strips, balloons, or a large paper bag
Cut and tape the pieces together to form the desired shape
Attach a hanging loop or strong string to the top
Mix flour and water into a paste or prepare glue for paper-mâché
Tear newspaper into strips
Dip newspaper strips into the paste or glue
Cover the frame with several layers of newspaper strips
Let each layer dry before adding the next
Add 3 to 5 layers for strength
Cut a small opening to fill the piñata with candy and treats
Fill the piñata with candy, confetti, or small toys
Seal the opening with tape and paper-mâché strips
Cut or tear tissue paper into fringe strips
Glue tissue paper strips onto the outside in rows
Cover the entire piñata with decorative paper
Reinforce the top area around the hanging loop
Let the piñata dry completely
Hang the piñata securely before use
