Heat 2 tablespoons oil in a saucepan over medium heat
Add 2 tablespoons flour and whisk for 1 minute
Add 2 tablespoons chili powder, 1 teaspoon cumin, 1 teaspoon garlic powder, and 1/2 teaspoon onion powder
Whisk in 2 cups chicken or vegetable broth
Add 1 tablespoon tomato paste
Add 1/2 teaspoon salt
Add 1/4 teaspoon black pepper
Simmer for 10 to 15 minutes, stirring occasionally, until thickened
Taste and adjust seasoning as needed
