Find clay
Mine clay blocks underwater (near rivers, lakes, and oceans)
Open a furnace
Put clay in the top slot
Add fuel (wood, charcoal, coal, or other burnables) in the bottom slot
Smelt to get terracotta
Collect the terracotta blocks from the output slot
