Open your image or create a new document in Photoshop
Select the Type Tool and add your text
Double-click the text layer to open Layer Style
Check Stroke
Adjust the stroke size, position, color, and opacity
Click OK to apply the outline
Use the Move Tool to reposition the text if needed
To edit the text later, double-click the text layer and update it
