Open the Excel workbook
Select the cell where you want the PDF link or icon
Go to the Insert tab
Click Object in the Text group
Select Create from File
Click Browse and choose the PDF file
Check Link to file if you want the PDF to stay external
Check Display as icon if you want an icon instead of the full file name
Click OK
Save the workbook
