Open the Camera app
Use Portrait mode
Move the subject close to the camera
Keep the background farther away
Tap the subject to focus
Adjust the f-stop in Photos after taking the picture
Open the photo in Photos
Tap Edit
Tap the f icon
Move the slider to increase or decrease blur
Tap Done
Use a third-party camera app with portrait blur if needed
