Open the Google Play Store app
Tap your profile icon
Tap Settings
Tap General
Tap Account and device preferences
Find the country or region option
Select the new country
Add a payment method for that country if prompted
Follow the on-screen steps to confirm
Wait for the country change to take effect
Clear the Play Store app cache if the new location does not appear
Note that country changes are usually limited to once per year
Use a VPN only if needed for access, but it may not change your Play Store country
