Open Google Play Store or Google Payments Center
Sign in to your Google Account
Go to Settings or Payment methods
Find Country and profiles
Select the new country
Add a payment method from the new country if required
Save the changes
Wait for the country update to take effect
Note that country changes may be limited to once per year
Note that some Google services may not support country changes directly
