Turn on the PS4 console
Connect the PS4 controller to the PS4 using a USB cable
Press the PS button on the controller
Wait for the light bar to turn on and the controller to pair
Disconnect the USB cable if you want to use the controller wirelessly
If needed, go to Settings
Select Devices
Select Bluetooth Devices
Choose the controller from the list if it does not pair automatically
