Preheat the oven to 450°F (230°C)
Pat the roast beef dry with paper towels
Season all sides with salt and pepper
Rub with oil if desired
Place the roast on a rack in a roasting pan
Roast for 15 minutes at 450°F (230°C)
Reduce the oven temperature to 325°F (165°C)
Continue roasting until the desired internal temperature is reached
Use a meat thermometer to check the center of the roast
Remove from the oven when done
Let the roast rest for 15 to 20 minutes
Slice against the grain and serve
