Open Telegram
Tap the menu icon or the pencil icon
Select New Channel
Enter a channel name
Add a channel description if needed
Choose the channel type: Public or Private
Set a public link if you chose Public
Add members from your contacts if prompted
Tap Create or Done
Start posting messages to your channel
