Import your video into Premiere Pro
Drag the video clip to the timeline
Select the clip in the timeline
Open the Effects panel
Search for the Crop effect
Drag the Crop effect onto the clip
Open the Effect Controls panel
Adjust the Left, Right, Top, and Bottom crop values
Use the Motion controls to reposition or scale the clip if needed
Preview the result in the Program Monitor
Export the video when finished
