Open the FaceTime app on your iPad
Sign in with your Apple ID if prompted
Make sure FaceTime is turned on in Settings
Tap the plus button or the new FaceTime button
Enter the name, phone number, or email of the person you want to call
Tap Audio or Video to start the call
To answer a FaceTime call, tap Accept
To end a FaceTime call, tap the red End button
