Connect the iPad to a computer with a USB cable
Open Finder on Mac or iTunes on Windows/older macOS
Select the iPad when it appears
Choose Update to reinstall iPadOS without erasing data
If Update fails, choose Restore
Wait for the process to finish
Keep the iPad connected until it restarts
If it stays in recovery mode, repeat the steps
If needed, force restart the iPad and try again
