Gather supplies: newspaper or scrap paper, flour or glue, water, bowl, stirring utensil, balloon or mask form, scissors, tape, paintbrush, paint, and elastic or string
Cover your work area with newspaper or plastic
Tear paper into small strips
Make the paste by mixing flour and water or using diluted glue
Inflate a balloon or prepare a mask mold
Shape the base form to fit the face if needed
Apply a layer of paste to the form
Place paper strips over the paste and smooth them down
Add more paste over each strip
Repeat with several layers
Let each layer dry before adding more if needed
Build up extra layers around areas that need strength or shape
Leave openings for eyes, nose, and mouth if making a wearable mask
Let the mask dry completely
Remove the mask from the form
Trim edges and cut out openings
Paint the mask
Let the paint dry
Add decorations if desired
Punch holes on the sides
Attach elastic or string for wearing
