Gather fabric, elastic, thread, scissors, and a safety pin
Cut a fabric strip about 4 inches wide and 22 to 24 inches long
Fold the strip lengthwise with the right sides facing each other
Sew along the long edge to form a tube
Turn the tube right side out
Cut a piece of elastic about 7 to 9 inches long
Attach a safety pin to one end of the elastic
Thread the elastic through the fabric tube
Overlap the elastic ends and sew them securely together
Tuck the fabric ends inward
Sew the fabric opening closed by hand or machine
Smooth and adjust the scrunchie evenly around the elastic
