Rinse the rice under cold water until the water runs mostly clear
Use the correct water-to-rice ratio for the type of rice
Soak the rice for 15 to 30 minutes if desired
Bring the water to a boil, then reduce to a low simmer
Cover the pot with a tight-fitting lid
Do not stir while the rice cooks
Cook until the water is fully absorbed
Remove from heat and let it rest, covered, for 10 minutes
Fluff the rice gently with a fork
Serve immediately
