Open Excel and enter your data in two columns
Put the X-axis values in the first column
Put the Y-axis values in the second column
Select both columns of data
Go to the Insert tab
Click Scatter or Insert Scatter (X, Y) Chart
Choose the scatter plot style you want
Add chart title, axis titles, and labels if needed
Format the chart as desired
Save your workbook
