Restart the phone normally
Turn off the device
Remove the battery if it is removable
Wait 30 seconds
Reinsert the battery
Turn the phone back on
Check the volume buttons for stuck keys
Make sure no button is being held during startup
Uninstall recently installed apps
Clear the cache partition from recovery mode
Update the device software
Factory reset the phone if Safe Mode still remains
