They can only be obtained by triggering a skeleton horse trap
Wait for a thunderstorm
Find or trigger a skeleton horse trap
Kill the skeleton riders
Mount the skeleton horse
The horse will already be tame once the riders are gone
Put a saddle on it to ride it
Use a lead if you want to move it safely
