Open the Photos app
Select the picture
Tap the Share button
Scroll down and tap Print
On the Print Preview screen, use two fingers to zoom in on the image
Tap the Share button again
Tap Save to Files
Choose a folder
Tap Save
Open the Files app to find the PDF
