Locate the meter display
Identify the correct register or dial
Read the numbers from left to right
Ignore any red numbers, if instructed by the utility
Record only the black numbers unless told otherwise
For dial meters, note each dial value in order
If a dial points between two numbers, use the lower number unless it is between 9 and 0, then use 9
Compare the reading with your previous reading if needed
Submit the reading exactly as shown by the meter instructions
