Click the time in the bottom-right corner
Click Settings
Click Advanced
Click Languages and inputs
Click Languages
Click Add languages
Select the language you want to add
Click Add
Next to the added language, click the three dots
Click Display Chrome OS in this language
Click Restart
To change the keyboard language, go to Languages and inputs
Click Inputs and keyboards
Click Manage input methods
Select the keyboard language you want to use
