Open the Settings app
Tap General
Tap Software Update
Tap Automatic Updates
Turn off Download iOS Updates
Turn off Install iOS Updates
If shown, turn off Security Responses and System Files
Go back to Settings
Tap App Store
Turn off App Updates
Turn off Automatic Downloads if needed
