Press Windows key + . (period)
Press Windows key + ; (semicolon)
Click the emoji icon on the touch keyboard
Right-click the taskbar and enable the touch keyboard if needed
Open the touch keyboard from the taskbar
Use the search box in the emoji panel to find emojis
Click an emoji to insert it into your text
Use Windows + . in apps that support text input
Update Windows if the emoji panel does not appear
Make sure your keyboard language supports the emoji picker
