Open Steam on your Steam Deck
Go to your profile
Select Edit Profile
Choose Avatar
Pick an existing avatar or upload a custom image if the option is available
Save your changes
If you want a custom picture for a non-Steam shortcut, open the Library
Select the shortcut or game
Choose Properties
Change the artwork or icon if supported
Add your custom image through the available artwork or icon options
Save and exit
