Complete the main quest up to and including “Alduin’s Wall” or progress far enough for the Civil War to affect Riften
Complete the quest “The Raid” by helping Maven Black-Briar deal with the bandit problem
Complete the quest “Skooma Trade” by helping Wujeeta and speaking with the Jarl
Help at least 3 citizens of Riften by doing small favor quests for them
Speak to Jarl Laila Law-Giver or Maven Black-Briar, depending on the current Jarl
Accept and complete the Jarl’s request to deal with the local problem
Receive the title of Thane after the Jarl is satisfied
Obtain the Housecarl, Iona, if available
Buy Honeyside in Riften if required to finalize Thane status
