Click the Apple menu
Select System Settings
Click Wallpaper
Choose a built-in image or click Add Photo
Select your desired picture
Close System Settings
Right-click an image in Finder and choose Set Desktop Picture
Open Photos, select an image, then use Share and choose Set Desktop Picture
