Open the image in Photoshop
Select the area you want to recolor
Go to Image
Click Adjustments
Choose Hue/Saturation
Check Colorize
Adjust Hue, Saturation, and Lightness
Click OK
Use a new adjustment layer for non-destructive editing
Select Layer
Click New Adjustment Layer
Choose Hue/Saturation
Repeat the color adjustments
Use the Brush Tool on a layer mask to refine the effect
Save the file
Export the image in your preferred format
