Open the Camera app
Tap the Live Photo icon at the top
Turn Live Photos off
Check that the icon is crossed out or says Off
To keep it off, go to Settings
Tap Camera
Tap Preserve Settings
Turn on Live Photo
Open Camera again and confirm Live Photos stays off
