Speak to the Guild leader or any Mages Guild member
Ask to join the Mages Guild
Complete the recommendation quest for each city guild hall
Get recommendations from all seven city guild halls
Return to the Arcane University in Imperial City
Speak to Raminus Polus to become a full member
