Fill low spots with compacted soil or sand
Compact the entire area in thin layers
Recheck level in multiple directions
Use a long straight board and a level to verify flatness
Add a layer of masonry sand or pool pad if needed
Compact the final base again
Install a level base material such as pavers or foam under supports if required by the pool
Confirm the finished surface is perfectly level before assembly
